Temporary governance principles for the Global Parliament of Mayors

1. The GPM has a Council

  • The GPM has members, all of which are incumbent mayors of non-central (local or regional) governments (see temporary procedure for membership).
  • The Council is a governance body, consisting of all (present) members of the GPM.
  • Members of the GPM are mandated by their municipal/regional governments to initiate local action.
  • The Council preferably meet once a year during a GPM conference/convention.
  • During a conference/convention the exchange of knowledge and best practices for local action is facilitated through means of virtual communications, network events and speaking time.
  • The host city/cities find(s) the means to fund a GPM conference/convention. Funding must be approved by the Steering Committee

2. The GPM has a Steering Committee

  • Only GPM members are admissible to the Steering Committee (see temporary procedure for membership).
  • The term of membership of the Steering Committee is restricted to a maximum of four years.
  • The Steering Committee has the sole power to adopt GPM regulation and funding, call meetings (face-to-face or virtual), ask public-, private- and/or academic partners and NGO’s for advice, decide on initiating and terminating Thematic Communities, approve membership and appoint host cities for conferences/conventions.
  • Members of the Steering Committee act as ambassadors for the GPM to the outside world.
  • The Steering committee strives for representation from every continent among its members.
  • One or more vice chairs may be appointed to act on behalf of the chairman in his/her absence.
  • A Presidium, composed by the chair and  three members of the Steering Committee prepares the meetings of the SC.

3. The GPM has a Consultative Committee

  • The Consultative Committee consists of knowledgeable individuals and/or organizations who will work together on advising the Steering Committee and Thematic Communities on relevant subjects.
  • The Steering Committee may ask the Consultative Committee for advice.
  • The Steering Committee decides whether to adopt or decline agenda proposals by the Consultative Committee.
  • The chair of the Consultative Committee is awarded to Dr. Benjamin Barber, founding father of the GPM.
  • The chairman of the Consultative Committee is invited to Steering Committee meetings as honored guest.
  • The chairman of the Consultative Committee advises the Presidium.
  • Approval by the Steering Committee is a necessary step for new Consultative Committee members to be admitted (see temporary procedure for membership).

4. The GPM has a Secretariat

  • The Secretariat is based in The Hague.
  • The Secretariat supports decision making by the Steering Committee, supports the organization of conferences/conventions and is responsible for administrative processes, internal and public relations and IT-support.
  • The Secretariat is funded by the members of the Global Parliament of Mayors.
